Nigeria Doubles Crude Supply to Local Refineries in 2025 — NMDPRA

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) says crude oil supply to domestic refineries has risen from 20,000 barrels per day in 2023 to 40,000 bpd in 2025.

NMDPRA Chief Executive Farouk Ahmed, represented by Director of Legal Services Joseph Tolorunse, disclosed this at the Energy Correspondents Association of Nigeria’s 2025 conference in Abuja.

 

He noted that locally refined products are also increasing, with petrol output jumping from 1.3 billion litres in 2024 to 3.8 billion litres in 2025. Ahmed highlighted that four years after the Petroleum Industry Act came into force, regulatory reforms have strengthened compliance, improved monitoring, and accelerated digital automation across the industry. Eighteen regulations and multiple guidelines have already been gazetted.

 

On gas development, Ahmed said the Midstream and Downstream Gas Infrastructure Fund has invested over N287 billion across 62 projects, attracting an additional $500 million in financing through Afreximbank partnerships.

 

While acknowledging concerns over regulatory overlap under the PIA, he stressed that the Authority continues to provide clear oversight to support investors. He expressed optimism for the sector’s future, citing the gradual activation of the Dangote Refinery, growth of modular refineries and prospects for reviving state-owned plants.
